Zero tolerance to corruption: Jharkhand governor

Jharkhand government will have a zero tolerance towards corruption and it has been decided to set up special vigilance courts and vigilance cells to deal with corrupt practices, governor MOH Farook said today.

"This government will have a zero tolerance towards corruption. Corrupt practices will not be tolerated in any form," Farook said in his opening address to the budget session of the state assembly here.

"Vigilance machinery and infrastructure have been adequately and effectively strengthened and it has been decided to set up Special Vigilance Courts and Vigilance Cells at divisional level for implementing the anti-corruption programme," he added.

The government would ensure the guilty would not get escaped while the honest and efficient officials did not get harassed unnecessarily, the Governor assured the House.

Stating that holistic development was possible with good governance, he said the government was committed to deliver an efficient, transparent and people-friendly administration.

A law was being prepared to guarantee delivery of services to the people, fixing accountability on functionaries responsible for the mechanism, Farook added.

The government, Farook said, would fill-up posts after making an assessment of exact number of vacancies across the government establishment to strengthen public deliverance system.

Stating that the state had paid a heavy price for the political instability and fractured mandates during the last decade, Farook said fractured mandate put larger collective responsibility on the legislature.

"This is the responsibility on the legislature that it makes all the efforts to develop the state as per the dreams and aspirations of the people with which the state has been created a decade ago," the governor said.

He emphasised that democratic system worked on liberal spirit, mutual understanding, coordination and cooperation.

"It is for all, to work for uplift of all....there is no specific place for personal or party interest. We have to be aware and alert about our role and responsibility towards the people in the democratic system," Farook advised.

On the farming sector, he said the government had been providing high yielding seeds to the farmers at a subsidised rate up to 75% and thereby trying hard to enhance the seed replacement ratio to 33%.

A total of 23 seed villages have been established and 24 seed processing units have been setup to improve agriculture produce, he said.
