Accusing the police of not taking proper action to prevent the stripping of a woman in public in Patna, National Commission for Women(NCW) today pitched for "stronger laws" to contain rape and molestation.

"The police should be blamed for the incident. They did not take proper action. They have arrested only one person and they should leave no stone unturned to take others involved in the case to custody," NCW chairperson, Girija Vyas told reporters on the sidelines of a conference.

Vyas said that the "need of the hour is stronger laws" which give punishment to culprits and demanded that the definition of rape be changed. "We have sent the Sexual Assault Bill to the Government under which the definition of rape is changed. If the law comes into force, even molestation will be considered as rape," she said.

On the Bihar incident in which a 22-year-old woman was allegedly stripped by a group of people, she said, "I feel really sorry about the incident. Existing laws are weak and the state government (Bihar) has not taken any action... we have asked for a report with regard to the incident".

She said there should be a five-pillar approach to contain crimes against women. "Stronger laws, sensitisation of police, sensitisation of civil society, change in people's mind and training for women." Vyas thanked the government for including rehabilitation of rape victims in the budget.

"First a victim has to undergo the ordeal of rape and subsequently the trial," Vyas said. "Police have to be sensitised first... they should not ask unnecessary questions (from the victims)," she added.
