BJP vice-president Vinay Katiyar added a new dimension to the Ayodhya dispute on Monday when he demanded that the Centre bring a legislation to ensure construction of a Ram temple at the site in view of the Allahabad high court verdict confirming it as the birthplace of Lord Ram.

He sought prime minister Manmohan Singh’s intervention and demanded that a bill be tabled in parliament on this.

Katiyar’s demand is contrary to BJP’s stated stand, but assumes significance as it comes immediately after All India Muslim Personal Law Board (AIMPLB) declaring its intention to become a party to the litigation.

AIMPLB’s move is being seen as preemptive measure in case Sunni Wakf Board, one of the parties in the suit, tries to work out an out-of-court settlement instead of going in appeal before the Supreme Court.

Sources close Katiyar, who has been associated with Bajrang Dal, said the BJP leader, by suggesting the legislative route, had in fact offered an alternative to court intervention to avoid delay on the issue. “Any act of parliament can override legal procedures,” they claimed.

“Now that the Allahabad high court has given a clear verdict, a Ram Janmabhoomi Bill should be brought in parliament to pave the way for construction of a Ram temple in Ayodhya. The bill should be in line with the one piloted by then Union home minister Sardar Vallabhbhai Patel for clearing the ground for a Somnath temple in Gujarat,” Katiyar said.

The formula, however, is unlikely to find favour with the Centre. “The litigants have the right to appeal in the Supreme Court. If at all some reconciliatory effort has to be made, it has to be made by the rival parties. The Centre will do anything to facilitate such an exercise,” a source in the UPA dispensation said.
