A local court has issued summons to National Commission for Scheduled Castes Chairman Buta Singh in connection with a case filed by a woman alleging ill-treatment.

Chief Judicial Magistrate Major Sharma directed Singh on Thursday to appear before February 8 next year and seek bail in the case filed by Krishna Devi of Rai village on September 10, 2008.

Devi in her complaint against Singh, Vice Chairman of the Commission N M Kamble and two members -- Satya Bahin and Mahendra Boddh -- alleged that they ill-treated and abused her publicly during their visit to the village on September 7, 2008.

Singh and others had visited Rai village to inquire in to the complaint made by one Karmo Devi to the Commission regarding alleged encroachment on a disputed piece of land. The complainant alleged that Singh and other members of the Commission asked her to close one of the doors of her house that opened towards the disputed land.

When she informed them that the matter was sub-judice as a Sonepat court had issued a stay order in her favour, the Chairman and the members allegedly misbehaved with her and hurled abuses openly, she stated in her complaint.

Krishna Devi stated that the state government had allotted some trenches in the village to the members of the Scheduled Castes for dumping cow-dung. Later, the gram panchayat had cancelled the allotment of trenches as it feared spreading of some chronic diseases.

The members of the Scheduled Caste community challenged the decision of the gram panchayat in a court and got the stay order. She also said that one of the doors of her house opened on the side of the trenches and Karmo Devi had made a complaint to the Commission in this regard.
