The revenue department is the most corrupt department of the Gujarat government, with the panchayat department being a close second. This is the conclusion of the State Vigilance Commission whose annual report for the year 2008 - the commission’s 45th annual report - was submitted in the state assembly on Friday.

While listing the most dishonest government departments of the state government, the report says the maximum number of corruption complaints in 2008 were received against the revenue department (1091 complaints) and the panchayat department (1078 complaints).

The report also lists the most corrupt government boards and corporations. The dubious distinction of being the most dishonest board goes to the Gujarat Water Supply and Sewage Board, which attracted 75 complaints of corruption in 2008. The Sardar Sarovar Narmada Nigam Ltd was a close second with 63 corruption complaints.

In all, the commission received 7,186 complaints of corruption in 2008, which was higher than the number (6319) for 2007. In 2008, the commission sent 2,519 complaints to the authorities concerned for necessary action, rejected 3,275 complaints and suggested preventive action in 212 cases. The report strongly criticises the government for its poor response to the commission’s queries and recommendations in connection with the complaints. It says the departments had delayed the filing of charge-sheets against corrupt officials despite the commission’s instructions to do so. Further, the departments had not informed the commission about the details of the charge-sheet filed against the officials.
