Rethinking on central tax sharing formula required: Punjab deputy CM

Punjab deputy chief minister Sukhbir Singh Badal today demanded rethinking on central tax revenue sharing formula for equitable distribution of the amount among better performing states.

"Punjab's development has suffered as it is getting a meager share of 1.29 per cent of the central taxes collected from the states," he said here at a seminar 'Problems and Potential of Punjab'.

Badal said Punjab despite being one of the highest contributor to the central taxes, the tax sharing formula is tilted towards populated states like Bihar, Uttar Pradesh and Maharashtra.

The union government to rethink the distribution of central taxes, he demanded in a statement released after the seminar.

Badal advised while comparing the progress rate of Bihar and Punjab one should take into account that Bihar was getting 12.4% out of central taxes whereas Punjab's share was only 1.29%.

Whatever progress Punjab is making is because of resurgence in the revenue collection during SAD-BJP government as VAT collection reached Rs10,000 crore from Rs5,000 crore after the alliance came to the power four years ago, he claimed.

Appealing people to exercise their mandate judiciously, Badal promised if SAD-BJP government is re-elected in 2012, the VAT collection will soar to Rs 24,000 crore in their next tenure.

Asking opposition parties not to "scare" investors with "false propaganda" of debt trap, Badal said the debt-service ratio of state had decreased from 45 per cent to 32 per cent in last three years just because of efficient management of revenue collection.

Badal also said the Punjab government will soon come out with an ordinance to implement 'Right to Service Act' that would make public servants accountable for delay in service.
