Rehabilitate slum-dwellers speedily: Gujarat High Court

HC bench clarified that AMC will give possession of the houses and expedite the construction work.

A bench of the Gujarat High Court has asked the Ahmedabad Municipal Corporation (AMC) to expedite the process of identification for rehabilitation, and allotment of houses to slum-dwellers affected by the Sabarmati riverfront development project (SRDP). The bench comprising chief justice Bhaskar Bhattacharya and justice JB Pardiwala also ordered that slum-dwellers who had not been identified yet be provided with alternative residences.

The slum-dwellers had approached the high court as the civic body had started demolition of hutments on the Sabarmati riverbed in the centre of the city. The state government and the AMC submitted an affidavit furnishing details about the slum-dwellers and the steps being taken for their rehabilitation.

They also said that those who had not yet been identified and not got alternative homes, will be rehabilitated in Asarwa and Piplaj.
After hearing them, the bench issued orders for slum-dwellers. The 1,112 families who have been allotted houses but not shifted yet have to shift to their new houses as early as possible. The bench clarified that the AMC will give possession of the houses at the earliest and expedite the construction work on the few dwelling units which are not yet fully built.

In the case of 1,242 people whose identification for rehabilitation was not yet complete, the bench said that the affected families should submit their documents within two weeks. The civic body shall take a decision after two weeks of submission of documents. The bench pointed out that besides the Voter Identification card, the civic body shall accept other credible documents such as ration card, birth certificate etc.

The high court also sorted out the issue of the remaining 1,433 families. Of these, 751 are yet to be identified for allocation of homes by the justice (retired) DP Buch committee. The court said that as 682 families had been recommended for allocation of houses, the civic body shall conclude the process of identification by December 31 and allot them houses.
