Provide cover to IIT-K teacher seeking JEE information, CIC tells cops

Irked over falsehood of an official of Indian Institute of Technology - Kharagpur (IIT-K), the central information commission (CIC) has directed the Kharagpur police to provide security to one of the professors at IIT-K, who alleged threats from the institution’s senior officials.

CIC’s direction came on an appeal filed by Prof Rajeev Kumar, who in 2009 had sought information from IIT-K about all the communications received - from individuals, public or government officials — related to joint entrance examination (JEE) 2006 by the administration of IIT-K. As he did not get a satisfactory answer, he approached CIC.

In its reply to Kumar, the then IIT-K PIO (Public Information Officer) TK Ghosal had claimed that “there are no communications relating to JEE-2006.”

But during a hearing at CIC on Saturday, Kumar produced proof of several official communications addressed to IIT-K.

The officials of the IIT, attending the hearing, were “unable to explain” that why Ghosal gave such false answer.

“The Commission is surprised, pained and horrified at this complete falsehood to which the PIO of one of India’s leading education institutes has resorted to,” said information commissioner Shailesh Gandhi in his order.

Gandhi said both public money and interest could have been saved had Ghosal appeared himself during hearing rather than sending representatives who are “clueless.”

Using RTI, Kumar had exposed discrepancies in cut-off system of the 2006 IIT-JEE, which was organised by IIT Kharagpur.

He complained to CIC that he has been threatened, harassed and victimized by the director, deans and the registrar of IIT-K since he is exposing wrong doing by filing RTI applications.

On this, Gandhi directed Kharagpur police to ensure proper security to Kumar and warned police stating that, “If any physical harm comes to Kumar, the police will be held responsible for not having performed their duty.” He directed the present PIO A Patra to provide the information sought to Kumar before March 1.
