Planning Commission approves Delhi's Rs15,133 crore plan for 2011-12

Commenting on the performance of the state, Montek Singh Ahluwalia during the meeting, said Delhi needs to continue as role model in developing both physical and social infrastructure.

The Planning Commission today approved Delhi's annual Plan of Rs15,133 crore for 2011-12. The state annual Plan was finalised here at a meeting between Planning Commission deputy chairman Montek Singh Ahluwalia and Delhi chief minister Sheila Dikshit, an official statement said.
    
Commenting on the performance of the state, Ahluwalia during the meeting said Delhi needs to continue as role model in developing both physical and social infrastructure.
   
He said Delhi's achievements in education, health and services sectors are commendable but stressed upon maintaining the growth rate in view of continuing migration into the state.
    
Ahluwalia also appreciated the state's inititives for improving civic amenities and its encouragement to private sector participation in development of infrastructure.
   
Terming management of water supply as the biggest concern in Delhi, the Plan panel said that there are many blocks in the state where underground water has been over exploited.
    
He also invited the Delhi government for detailed discussion on long-term water management programme for the state and expressed hope that such a process, which also features participation of environment and forests experts, will help arriving at acceptable decisions.
    
Ahluwalia said as part of preparing approach for the 12th Plan (2012-17), the Planning Commission would shortly be starting regional consultations.
    
In this regard, he said that highly urbanised states like Delhi could provide fruitful suggestions to the Commission on challenges being faced by the urban societies in key areas and also help in working out a road map to overcome them.
    
Briefing the Commission, Dikshit said efforts are continuing to improve resource base for financing Plan.
    
She said that nearly 62% of the Plan would be financed from the state's own resources by another 11% will come from small saving loans.
    
During the current fiscal, Delhi's revenue generation from registration of property is expected to be equal to the excise duty generation.
    
Dikshit also said that 58% of the outlay would be for social sectors, including 25% for transport and 14% for urban development and housing.
    
Among other major sectors, medical and public health services would take 13% of the outlay, while supply and sanitation will get 12%.
    
The Chief Minister said that a new Plan scheme for providing scholarship of Rs1,000 annually to all students of class one to eight of SC/ST/Minorities sections will be introduced during this year while eligibility of all other scholarships will be increased from annual income of Rs1 lakh to Rs2 lakh.
