Parliament's response to Civil Society movement (on Lokpal) marks the emergence of novel dynamics of decision making in the country, Union Law Minister Salman Khursheed said in Hyderabad on Saturday.

"The historic Parliamentary response to the civil society movement in the country marks the emergence of novel dynamics of decision making. These developments call for legal educationists and researchers to analyse, redefine and elucidate a new politico-legal process of governance," said Khursheed, who was among the ministers to hold deliberations with Team Anna on Lokpal Bill.

Speaking at the ninth convocation of the National Academy of Legal Studies and Research (NALSAR) University of Law at Shameerpet here, he said, "For law graduates, this (civil society movement) is a fascinating and challenging backdrop to their graduation to the real world of law."

Addressing the law graduates of BA LLB, LLM  and several PG Diploma courses, Khursheed said, "You will encounter an urgency to think about the future models of governance legislative processes, balancing pluralistic prescriptions through our Parliamentary process.

You must respond with how to connect, correct and collate the collective aspirations, ambitions, frustrations, joy and anguish of 'We the People' into a structurally strong and sustainable governance system," Khursheed said.

Quality of governance must squarely rest on the quality of legal education in the country, he said, adding the quality of legal services, legal education and legal research will decide India's role as a trend setter and long term player in the comity of nations.

Parliament had last month adopted "Sense of the House" resolution which agreed 'in principle' on (i) citizen's charter, (ii) lower bureaucracy under Lokpal through an appropriate mechanism, and (iii) establishment of Lok Ayukta in the States.
