Parliament: Bitter end to a session of uproars, disruptions

The monsoon session of the parliament ended on Thursday without much of the government’s legislative business getting transacted, as a lot of time was lost due to disruptions.

The last day witnessed angry scenes over the cash for vote scam, and was representative of the bitterness that has marked the relationship between the UPA and the NDA for the bulk of the session.

On Thursday, as the BJP parliamentary chief LK Advani demanded in the Lok Sabha that he be arrested, he was virtually shouted down by the treasury benches, and the proceedings had to be adjourned. Similar scenes were witnessed in the Rajya Sabha too.

As Prime Minister Manmohan Singh described the disruptions of the Parliament as a ‘national loss’, the dismal figures of lost work days loomed quite large. There was no Question Hour for 16 out of the 25 days, and 61 hours were lost due to adjournments in the Lok Sabha. Minister for parliamentary affairs Pawan Bansal blamed it all on the Opposition.

Much time was spent discussing corruption scandals that the UPA government is facing in the courts and outside. The minister said that the government agreed to opposition demand and allowed for discussion on CWG, price rise, corruption, Lokpal and Anna Hazare’s arrest on August 16, but he expressed his disappointment that Parliament could not carry out its essential business of legislation.

Government could not pass many of the bills it had wanted to. For example, the 111th Constitutional Amendment Bill on co-operatives, the educational tribunal bill, which would have gone a long way in checking corruption, a issue that the opposition was harping on.
