Panel probing Dinakaran case still to get an office

Two officers are believed to have been appointed by the inquiry committee but there is no headway in officially examining several documents to pursue the probe.

A panel set up in January by Rajya Sabha chairman Hamid Ansari to probe the allegations of corruption and land grab against Karnataka high court chief justice PD Dinakaran is yet to get accommodation to start work.

Constituted under the Judges Inquiry Act, the panel —- consisting of Supreme Court judge VS Sirpurkar, Bombay HC chief justice AR Dave and noted constitutional lawyer PP Rao — met informally at its chairman’s residence to decide the modalities for starting the probe.

Two officers are believed to have been appointed by the inquiry committee but there is no headway in officially examining several documents to pursue the probe.

On January 17, Ansari accepted a memorandum signed by 75 Rajya Sabha MPs seeking removal of Dinakaran and initiating an inquiry into the allegations against him.

During the same time, the apex court’s collegium, headed by Chief Justice of India KG Balakrishnan, had decided to elevate justice Dinakaran to the SC.

A member of the newly-formed panel had then expressed confidence of completing the inquiry expeditiously.

“I hope the panel will take maximum three months to complete the inquiry and submit its report to the Rajya Sabha chairman,” he had said.

Three months have passed, but the government hasn’t yet been able to allot a suitable secretariat for the inquiry committee. “It is expected within a week now,” a source said.

Meanwhile, a group of lawyers, led by advocate Prashant Bhushan, pressed for a thorough probe into the allegations of gross misconduct, judicial irregularities and amassing wealth, against Dinakaran.

The lawyers also expressed doubts on the impartiality of this panel.
