"During last 40 years no ruling party retained power. It was owing to developments during my previous tenure that Congress could form the government. My government is stable and would complete its full tenure."

On the question of Bhajan Lal returning to Congress, Hooda said, "I have no objection, if Bhajan Lal returns to Congress without any pre-condition."

When asked about the recent controversy surrounding Vande Matarama, Hooda refused to comment.

The Haryana CM was in favour of stringent anti-defection law and said, "Anti-defection law may be made more stringent however the right of Independents to contest election should not be curbed or made difficult."

Hooda was here to attend the International Arya Mahasammelan.

The chief minister also announced that a Cow Commission would soon be set up in the state for modernisation and expansion of 'Gaushalas' and improvement of cow breeds, so as to make Haryana the largest milk producer in the country.

"Mathura is the land of action of Swami Virjanand, who was the Guru of Maharshi Dayanand. Swami Virjanandji and Swami Dayanandji best exemplified the great Guru-Shishya tradition. Swami Virjanandji was a great grammarian, despite being blind, which is a rare example in the world," Hoooda said.

The chief minister also announced to give financial assistance of Rs5 lakh from his discretionary fund for the construction of Ved Bhawan at Mathura.
