Only 2 illegal bldgs get nod to be legal in Gujarat

Under GRUDA, 14,195 forms were distributed but only 19 have so far been returned by owners with details filled in.

Sanskruti Complex at Ramnagar Chowk in Sabarmati ward has become the first building of the city to be regularised under Gujarat Regularisation of Unauthorised Development Act (GRUDA).

However, except for a few cases, the response of people to the scheme has not been very enthusiastic. Officials in Ahmedabad Municipal Corporation's estate and town development department believe that people find the charges too high, so they are not very keen on regularising the unauthorised constructions.

The owners of Sanskruti Complex at Ramnagar had applied for regularisation of unauthorised construction and the civic body has granted approval for regularising the construction by charging impact fees, said officials working in estate and town development department of AMC's west zone.

In new west zone, a commercial building situated on Iskcon-Ambli Road has also been granted approval for regularisation.
In all six zones, 14,195 application forms for regularisation of unauthorised constructions were distributed by the civic body.

However, only 19 forms filled with all details were received as on Friday. Lack of awareness among people about rules and regulations and high impact fees are said to be the main reasons behind the lukewarm response.

"On an average, 10 people come to us daily for calculation of impact fees they need to pay for regularising unauthorised construction, but they find the fees very high," said officials in west zone. They also said that people expect the government to reduce the charges.

In central zone, which has thousands of illegal constructions, only 405 people have   shown interest in their regularisation. "There are hardly a few illegal constructions in the zone that can fulfill the terms and conditions under GRUDA, so it is natural that people will not come forward for applying for the same," said officials in central zone.

Moreover, as the deadline for filing the applications is still four months away - August 19, people do not seem to be in a hurry. Beside, they have to hire a structural consultant and engineer to prepare plans that require time.  AMC is not in a mood to let go the offenders.

"If people are under impression that the civic body will not get any action in case they do not get their unauthorised construction regularised, they are mistaken. We are not going to spare any illegal construction," said Guruprasad Mohapatra, AMC commissioner.
