NPCIL yet to give final proposal on Jaitapur N-plan to Centre

Nuclear power corporation of India is yet to give its final proposal to the Centre on the construction of nuclear power plants at Jaitapur in Maharashtra's Ratnagiri district, a top official of the state-owned enterprise said today.

NPCIL will submit the proposal only after addressing all the safety and emergency preparedness issues, Jagdeep Ghai, Director (Finance) told reporters after presenting the company's financial results here.

There are several steps involved before submitting the proposal - technical, safety standards, techno-commercial offer and negotiations, Ghai said.

He said techno-commercial talks are in advanced stages with French nuclear firm Areva, which under an agreement with NPCIL, will be providing reactors for the plants.

"It is only when we submit our proposal that the Government will study and sanction it. Therefore, the project has not been sanctioned by the Government yet," he said.

NPCIL has to take several aspects into consideration, including sensitivity of the local people (who are against the project), before finalising the proposal, Ghai said.

Regarding the financial debt assistance from foreign banks for the project, he said the company is in discussion with 12 banks, including two each from France and Spain, and one from Japan. Ghai declined to provide further details.

The department of atomic energy is planning to set up a company on the lines of ONGC Videsh to buy stake in the uranium mines abroad and also to purchase the nuclear fuel from open market, he said.

Both uranium corporation of India and NPCIL could be potential partners in the proposed company and details are being worked out, the official added.
