A racket in clearing garbage from the city area was busted by the civic councillor from Utran on Saturday morning. The councillor nabbed workers of a garbage collection team, while they were filling sand and mud in a vehicle instead of garbage.

For better collection of garbage from the city, Surat Municipal Corporation has initiated door-to-door garbage collection, including in newly-merged areas. The civic body has appointed contractors for all areas, who collect garbage in specially-designed vehicles.

On Saturday, the councillor nabbed a contractor's staff filling sand and mud in place of garbage in the vehicle. "There were repeated complaints that door-to-door garbage collection vehicle made irregular visits in the area. Officials in solid waste department of SMC said that garbage collection was proper, with uniform weight. On Saturday, I received information about garbage vehicle filling sand from a nearby site and was shocked to find the information correct," the councillor said requesting anonymity.

The racket is attributed to the fact that officials of solid waste department in SMC only monitor weight of the garbage collected while completely ignoring the type of garbage collected by the contractor.

"At present, we only monitor the garbage weight brought by a vehicle and pay the contractor according to per tonne of waste collected. Checking garbage type is difficult because waste is directly poured into decomposing chamber and SMC collects more than 1100 tonnes of weight daily," a top official of the solid waste department said. A method should be fixed to check the work of contractors, he added.

"We have issued notice to the contractor involved (Global Waste Management Cell) and also fined them Rs1,000. At present, there are no plans to debar it from work. The action is based on the complaint received and proofs submitted by the councillor is yet to be examined," Hemant Desai, in-charge deputy municipal commissioner (health and hospitals) of SMC, said.
