Using the meeting of the National Development Council (NDC) as a platform to lambast the government, Gujarat chief minister Narendra Modi and Tamil Nadu chief minister J Jayalalaithaa accused the central government of being undemocratic and overreaching the federal powers bestowed on it by the constitution.

Modi accused the governor of his state of going beyond the  constitutional mandate and accused the UPA government of not checking her powers. “I asked  him (Prime Minister) if the Governor of the state is also a constitutional body and that he should understand his role. If he gets his powers from the constitution, then why is it not applicable in the state of Gujarat,” he said on the sidelines of the NDC.

Narendra Modi is in direct confrontation with Gujarat Governor Kamla Beniwal after she appointed Justice RA Mehta as the Lok Ayukta without consulting the chief minister.

Modi also accused the UPA government of failing to control inflation and letting down the common man. “It is very unfortunate that that there is nothing on inflation in PM’s speech. I asked him why he is so insensitive towards the rising prices of the commodities,” said Modi.

“It seems that the Ministry of Petroleum and Reserve Bank of India are competing with each other in announcing hikes,” he added.

Tamil Nadu chief minister J Jayalalithaa too attacked the UPA government, calling it “fascist”, and accused it of bringing in Prevention of Communal and targeted Violence (Access to justice and Reparations) Bill, 2011, without the consent of the states. “It is also an attempt, rather a subterfuge, by the centre to keep the state governments under the constant threat of dismissal, perhaps because of the central government’s limited capability to use Article 356 of the constitution in view of the Bommal Judgement of the Supreme Court of India,” she said.

She also said that the central leadership was trying to introduce the Goods and Services Tax without allaying the apprehensions of the states.
