Mayawati's resolution on splitting UP outsmarts opposition

The resolution brought an end to the 15th Vidhan Sabha as it was adjourned sine die immediately thereafter.

Amidst much chaos and commotion, Uttar Pradesh chief minister Mayawati managed to get the controversial resolution on splitting the state into four parts passed in the assembly on Monday. That brought an end to the 15th Vidhan Sabha as it was adjourned sine die immediately thereafter.

Mayawati’s move, coming as it does just six months before the assembly polls, seems to have stumped the entire opposition.
The four-line resolution was, in fact, not even on the agenda of the House. It was a smart trick Mayawati played as she read out the resolution amidst the opposition din, and the speaker Sukhdev Rajbhar took a voice vote, declaring the resolution as passed.

At a press conference soon afterwards, Mayawati announced the proposal to split the state into Purvanchal (eastern UP), Pashchim Pradesh (west UP), Bundelkhand (southern UP) and Awadh Pradesh (central UP) would soon be sent to the Centre.

“This is not an election stunt but a serious move to form the new states out of Uttar Pradesh,” Mayawati said.

She also denied any plans to dissolve the assembly for early elections. “Canards are being spread about BSP MLAs deserting the party. The truth is MLAs from other parties are trying to join us,” she said.

The Opposition, which wanted to bring a no-confidence motion against the state government, criticised the move to pass the resolution by voice vote and then adjourning the Assembly without even taking up the notice for no-confidence. Earlier, the session started on a stormy note with BJP members jumping into the well of the House while SP members started slogan shouting against the government and waved placards.

Both parties were demanding that their notices for no-confidence be taken up before anything else.

The Speaker adjourned the House till 12.20 pm. When the House met again, in the presence of Mayawati, who was not present earlier during question hour, the Samajwadi Party and BJP members jumped into the well again demanding discussion on no-confidence motion.
