Keen on modernising the outlook and performance of Panchayati Raj representatives, the Punjab government is all poised to embark upon an ambitious training programme to hone up management and behavioural skills of nearly 40,000 panches and sarpanches in various districts of the state.

With no dearth of funds and intending to beef up the rural democratic edifice, the state government has chosen one of its premier research and training institutes, Mahatma Gandhi State Institute of Public Administration, Punjab, (MGSIPAP), that has chief minister Parkash Singh Badal as its president, to conceptualize, organize and implement the training programme on capacity building of the elected panchayat representatives.

The USP of the Panchayati Raj Institutions (PRI) training regime would be the first-time exposure of the panches and Sarpanches to modern Management tools and practises like conflict resolution, stress management, leadership, communication skills, time management, decision making and resource planning.

Apart from this, the focus would be on toning up the mannerisms, attitude, motivational levels and self-esteem of the elected representatives so as to upgrade their public dealing skills. 

Sounding enthusiastic about the venture that is likely to commence soon, BK Srivastava, director-general, MGSIPAP, who is spearheading the entire training programme asserted today, "The objective of the Punjab government is to ensure capacity building of elected Panchayat functionaries so that they can manage the affairs of their respective panchayats efficiently. The thrust will be on practical training that leads to value addition as well as character building."

Srivastava said that the mammoth exercise was aimed at instilling a sense of self-belief and empowerment among the elected representatives so that they can effectively prioritise and decide autonomously on various issues of rural development.

The underlying rationale behind the government's innovative training mantra is that the routine briefing on Panchayati Raj Act and powers envisaged therein will alone not suffice and it is high time that the panchayati representatives were subjected to a high-quality training in behavioural and management skills to provide a genuine anchor for grassroots democracy.

The broad contours of the training regime envisage teams, each comprising 3-5 trainers, that will impart behavioural skills or soft skills based on management fundamentals to panches and sarpanches. The entire training would be spread over three to four months and conducted in batches of 100 participants each in the various selected districts.

Moreover, each training session would be video graphed to check and establish the authenticity and quality of training and various regional centres of MGSIPAP would be seen in action too.

The best participants would be enlisted in order of merit and they would be groomed as resource persons by the government for its various rural development initiatives, he said.
