India has never ruled out the involvement of Pakistani “state actors” in last year’s 26/11 strikes on Mumbai, Union home minister P Chidambaram has said, indicating that Islamabad’s reluctance to dismantle terror infrastructure will be part of his talks with United States officials next week.

“Although Pakistan has maintained that only non-state actors were involved, we have never ruled out the involvement of state actors and we have never accepted this distinction between state actors and non-state actors because both operated from Pakistani soil,” he told a television news channel.

Calling the release of Jamaat-ud-Daawa chief Hafiz Saeed “atrocious”, Chidambaram said there is enough evidence to continue the probe against him, a stand he will reiterate in the US during his five-day visit starting on Tuesday.  Pakistan has refused to prosecute Saeed after rejecting India’s latest dossier on the Mumbai carnage. Chidambaram will press the US to make Pakistan see reason and take immediate steps to not only prosecute Saeed but also stop abetting terrorism.

Chidambaram will be assisted by officials from the Intelligence Bureau and the Research and Analysis Wing (RAW). A home ministry spokesman confirmed that Pakistan’s inaction in dismantling the terror infrastructure will figure in the discussions.

The home minister will visit the counter-terrorism centre, and interact with the head of the homeland security department, officials from the Federal Bureau of Investigation and the New York police department to study the internal security measures being taken by the US against terrorism. He will also discuss means to throttle financial sources used by the terror groups targeting India.
