Kutch district collector of Kutch, RR Varsani, during his review of 16 land sale cases in the district, has found that 12 sale cases were illegal and ordered impounding of land in these cases.

According to state laws, non-farmers cannot purchase farm land. The land buyers in the abovementioned 12 cases were found to be non-farmers.

"I had received some complaints and I also have powers for suo motu review of land deals under section 108 of the land revenue code. When I checked the 16 land deals, I found the buyers to be non-farmers. Therefore, I declared the deals illegal and ordered that the land be taken back into govt account," Varsani told DNA on Thursday.

Varsani said the buyers had furnished bogus documents in support of their claim that they were farmers. The buyers need to be "born farmers", as per the law.

The land in question falls in three talukas of eastern Kutch, which are emerging as an industrial belt boasting an investment of around Rs50,000 crores. Sources said that the land was purchased for agricultural purposes, not industrial purposes, and most of the buyers were top industrialists and businessmen of Gandhidham.

The sources said that the nine villages where illegal land deals took place in the past nine months, were Modwadar, Mithi Rohar, Meghpar Borichi, Bhimasar, Chandrani, Shinai, Tuna, Adesar and  Deshpal under Anjar, Bhachau and Rapar talukas.

They said that some land was developed as farmhouses by the buyers, possibly to show agricultural income to avoid income tax. The recipients of fake certificates and the officials who issued these certificates might face legal proceedings, the sources said.
