IPS officers should specialise: P Chidambaram

Union Home Minister P Chidambaram today asked IPS officers to specialise in particular fields including crime, law and order, investigation and intelligence gathering, once they complete a major period of their service.

He said the Union Home Ministry is even considering a proposal to this effect.

"Policing is becoming more and more specialised. Within the Home Ministry, we are examining a proposal that at some point in the police officers' career, perhaps...after 17-18 years or after 20 years (of service), we must ask the police officer to specialise (in a particular field)," Chidambaram said.

He was speaking on the sidelines of the passing out parade of the 63rd batch of IPS Probationers of the Sardar Vallabhbhai Patel National Police Academy (SVP-NPA) here.

"Crime, law and order, investigation, intelligence gathering, prosecution, counter-intelligence, counter-terrorism, border guarding...each one of them has become a specialised task and the specialisation by senior police officers...I believe will stand this country in good state," Chidambaram said.

"During the first few years of your (IPS officers') career, you will work in different capacities and fields and learn new lessons. I believe, in some point in your career, you will have to go into specialisation," he added.

"I want the faculty of this academy to reflect on my suggestion that at some point in their career, the IPS officers must be asked to specialise and become a master of that field," the Home Minister said.

Policing is changing dramatically, with new adversaries emerging everyday and the police officers must get ready to take on the adversaries as well as the challenges they pose, he said, adding "we need more IPS officers to provide leadership to a very large number of police personnel working under different police organisations."
