Inquiry against Gujarat varsity for misuse of funds

The governor of Gujarat has ordered an inquiry against Gujarat University about the purchase of computers worth Rs2.64 crore through a grant which was not meant for it.

Reacting to a complaint filed by executive council member Manish Doshi, the governor of Gujarat has ordered an inquiry against Gujarat University for alleged misuse of funds.

Sources said that the joint director in the state higher education department SU Vora made a surprise visit to the varsity on Friday and asked for information about the purchase of computers worth Rs2.64 crore through a grant which was not meant for it.

According to Doshi, the UGC fund was not meant for buying computers yet the vice-chancellor went ahead with the purchase in July 2010.

He claimed that the GU management flouted UGC guidelines for utilization of funds.

The issue of misuse of funds dates back to April 2010, when the GU finance committee sanctioned the purchase of computers from the fund not meant for it.

Later, the executive council also approved the purchase in July 2010 with a 3/4 majority.

In both the meetings, Doshi objected to the purchase.

After the university management failed to take up the issue, he wrote a complaint to the governor, vigilance commissioner and secretary of higher education in October 2010.  Vora's visit came following the complaint.

Doshi said Vora has asked the vice-chancellor to submit details of the purchase within a week. However, vice-chancellor Parimal Trivedi, maintained that the purchase was in accordance with the rules.

“It was the executive council and not me who approved the purchase,” said the V-C. He also claimed that Vora found nothing wrong with the purchase.

“Vora agreed with the purchase and we have not received any notice for submission of details of the same,” said Trivedi. He said if Doshi was so sure about the UGC norms being flouted he should approach the high court.

Doshi, meanwhile, said that Trivedi was not given a clean-chit by Vora.

 “The inquiry has been going on for the last four months and if everything was alright then why did the joint director came all the way to university to investigate,” asked Doshi.
