India is expected to raise the pitch for its demand to bring the perpetrators of 26/11 terror attacks to justice by sharing the charge sheet filed against David Headley, Tahawwur Rana and seven Pakistani nationals with Pakistan in the next home secretary-level talks.

Though New Delhi has submitted evidence of Pakistani nationals involvement in several dossiers handed over to Islamabad earlier, the charge sheet filed by the National Investigation Agency (NIA) on Saturday will be the first legal document indicting Pakistani state actors - serving Army officials Major Iqbal and Major Sameer Ali and a retired official Abdur Rehman Hashim - formally in the 26/11 terror attacks.

However, this may take some time as the talks with Pakistan have hit a temporary road block with Islamabad insisting on clearing interior minister Rehman Malik’s visit before agreeing to the dates for talks.

India, sources said, is not in favour of an unscheduled visit of Rehman Malik as Pakistan does not have anything concrete to offer in terms of 26/11 Mumbai terror attacks trial even after three years of wait or against anti-India terror outfits that are still functioning with the help of ISI.

Moreover, the visit can prove to be a damp squib and may even give opposition the chance to rake up uncomfortable questions in the run up to the polls in key states.

Observers feel that Islamabad is pushing for a visit at this juncture because it has become imperative for it in the current scenario to dispel the opinion that is building up internationally against it for not doing enough on the terror front and figuring of ISI’s name in the list of terror funders.
