Gujarat police force still in search for a commissioner, DGP

In a recent meeting of IPS officers’ association, the officers were of the view that the state government should appoint a regular DGP.

There are two key posts in the state police force which need immediate attention: The appointment of a regular DGP, and the announcement of the next commissioner of police for Ahmedabad. While the current DGP, Chitranjan Singh, is in charge of the post, the CP post in the city will fall vacant when Sudhir Sinha’s term ends on October 31.

In a recent meeting of IPS officers’ association held to support arrested IPS officer Sanjiv Bhatt, the officers were of the view that the state government should appoint a regular DGP. But the state government, in all probability, is expected to continue with Singh as DGP, as he is believed to be in good books of the government.
If seniority and merit are taken into consideration, Kuldeep Sharma is the appropriate choice to become state DGP. But he is not in good terms with the government.

In Ahmedabad, Sinha’s term as CP ends on October 31. He was given an extension from August 1 till October 31 after he attained superannuation on July 31. He may get another extension as law and order situation under his regime has been under control. But whether Sinha gets a green signal to continue as police commissioner depends on the union home ministry. 

In that case, Ashish Bhatia, ADGP and director of  Anti-Corruption Bureau (ACB), has a good chance of becoming the commissioner. Bhatia’s experience of the city is vital for maintaining the law and order situation.  He had played a vital role in cracking the July 2008 serial blasts case. From Haryana, the 1985-batch Gujarat-cadre IPS officer is easily accessible, but is also feared by criminals. He was awarded the President’s medal in 2010.

Another officer who may get the chance is Mohan Jha, Joint Commissioner of Police (JCP) - Crime. Jha enjoys good support from Gujarat government and is one of the three members of SIT probing the Ishrat Jahan encounter case. Hailing from Bihar, the 1985-batch Gujarat-cadre IPS officer holds a post-graduation degree in political science.

PP Pandey, a 1980-batch IPS officer, can also become the police commissioner. Pandey, Additional director of general police- CID (Crime), is in the good books of Gujarat government. He, however, is mired in the controversy involving Ishrat encounter case. As far as Deepak Swaroop, who was earlier the police commissioner of Vadodara and Surat, is concerned, he is a dark horse in the race.

Swaroop is the president of IPS officers’ association. Two other senior officers — PC Thakur, ADGP (Jails), and Shivanand Jha, ADGP (law and order) — have remote chances of becoming the city police commissioner.
