Gujarat land scam fraudster lived life king-size on others' wealth

Police said scamster Biren Parmar's bungalow itself had piles of fake documents everywhere.

Biren Parmar, who was arrested on Sunday for duping builders in the city, was living a life of luxury in a bungalow with piles of fake documents everywhere in the house. Sources in the police said Parmar's bungalow itself is worth several crores and he has several snazzy cars as well. Parmar was remanded in 8-day police custody on Monday.

Police investigating the case said Parmar, a civil engineer, used to keep track of upcoming town planning schemes. He would then forge documents and use them to claim rights on plots outlined in the schemes.

But the police were in for more surprise when they searched his bungalow after his arrest. They came across 416 fake stamp papers, many of them blank and signed by many people. The numbers on the stamp papers were also misleading as they were documents of land whose owners had died a long time back. He also had documents of land in townships and societies across the city.

The police are currently trying to trace Parmar's victims. Talking to reporters, district superintendent of police, Ahmedabad (rural) Sandeep Singh said that, so far, only a few people had came forward to file complaints against the fraudster. Singh has appealed to people to come forward and report to the police if they were cheated by Parmar.

The victims were mostly builders.

After claiming ownership of some plots in a society or township, Parmar would threaten the builder that he would lodge a complaint in the civil court. As no builder likes such things to happen, the developers would invariably arrive at a compromise with him and pay the money he demanded.

How he turned the land into a disputed one

  • To identify and trap his victim Parmar starts after reading the legal notices appearing in the newspapers. Once his prey is identified, the next phase includes collecting information about the piece of land and making duplicate bana-khat or raw deal.
  • Once the ground work of collecting information about the piece of land is complete, Parmar contacts the current owner of that specific land and claims that the land actually belongs to him or his late father.
  • "He would sometimes even publish notices in the newspaper, mainly to threaten the original owner of the land and try to convert the land in the disputed land," said Singh. He threatens to go to court by filing a formal complaint in the civil court. However, he makes the documents only in the name of the person who has died.
  • For instance, he would go to the current owner of the land and say that his late father had entered into a deal with him and the land belongs to him, by showing the duplicate bana-khat or raw deal made by him after reading the legal notice in the newspaper.

  • Innumerable paper cuttings of change of titles
  • Entire history of actual owners of the land
  • Hundreds of original stamp papers with duplicate signatures
  • Copies of town planning schemes

More victims 

Soon after the report of Parmar's arrest, two more victims approached Ahmedabad rural police on Monday. According to sources, Valabhai Patel and Vishnu Patel informed the cops that Parmar was harassing them for their V Square Township in Ahmedabad. According to senior cops, there are dozens of people who have been blackmailed by Parmar.

Parmar on 8-day police remand

The police produced Parmar on Monday afternoon before the judicial magistrate, Ahmedabad, rural magistrate court and he was sent to eight days police remand. While seeking his remand, public prosecutor, HR Kapadia argued that the police need to go in depth in their investigations of the case to find out about several aspects of the case, including the place from where he gathered the stamp papers.
