Gujarat IPS officers demand at least 1 full-time director general

Ever since former DGP SS Khandwawala retired in November last year, Gujarat has not had a single police officer in the rank.

Of the three resolutions passed at the meeting of Gujarat's IPS officers' association on Saturday, the resolution which demanded a full-time director general of police (DGP) for the state was particularly significant.

Ever since former DGP SS Khandwawala retired in November last year, Gujarat has not had a single police officer in the rank of director-general (DG) though there are four DG posts vacant in the state.

The reason for this is that in an affidavit filed before the Central Administrative Tribunal (CAT) in Ahmedabad, the state government had stated that it will not promote any officer to DG rank until the case filed by IPS officer Kuldeep Sharma in Delhi high court is resolved.

The state's IPS officers who are eligible for promotion as DG intend to demand (through the IPS officers' association) for at least one DG in the state. The association had discussed this matter at its meeting on Saturday.

There is no real difference between a DGP and a DGP-in-charge when it comes to their functioning or their authority but it definitely stops the promotion of other officers.

A retired DGP said on the condition of anonymity that the confidence level at these two stages differs. "Being a DGP and being a DGP- in-charge are two different things altogether," he said.

Gujarat has posts for four DGs. Of these, one is the DGP of Gujarat police, another is the DG of Anti-Corruption Bureau, a third is DG Home Guard and the fourth is DG Jails or Police Housing Corporation.

Currently, the state has no DG in any of these positions, due to the case filed by Kuldeep Sharma.

No IPS officer, however, is ready to go on record about this situation in the state. Hence, it is the IPS officers association which is gearing up to press for of a full-time DG of the state. A delegation of the association may soon meet the state government in this connection.

In other states, IPS officers of the 1976 cadre have been promoted to the rank of DG. Currently, the 1976 batch IPS officers of Gujarat are: Kuldeep Sharma, Chitranjan Singh, Sudhir Sinha and Deepak Swaroop.
