Gujarat High Court raps government for inaction in dummy writers’ case

Court summons inquiry officer of education department and a police official.

The state government had to face the high court's ire in the dummy writers’ scam for ignoring the issue and not taking proper action against those involved in it.

The action was not taken despite a report by the Gujarat  Secondary and Higher Secondary Education Board (GSHSEB) in this connection.

After raising sharp queries, a division bench of the Gujarat high court has summoned an inquiry officer of the education department and a police officer to appear on December 21. The police officer summoned was in-charge of the probe after a criminal complaint was registered in the case. The court has asked the public prosecutor as to why there was delay in the departmental inquiry initiated against HN Chavda, former secretary of the GSHSEB.

The court also took serious note of the government's less than enthusiastic approach to the recommendations on taking action against the trustees of the school.

The court asked why no action was taken against HB Kapadia, Swastik Shishuvihar High School and St Kabir School.  The court also grilled the public prosecutor as to why the affiliation of the schools should not be cancelled if there was a need for the same.

The court also asked the status report on the department inquiry.  The court made these observations while hearing a petition filed by Manish Doshi, member of the executive council of Gujarat University, demanding action in the scam.

The incident happened in the HSC examination in March last year. Harsh Kotak and Komal Patel, who were appearing for their exam in AG school in Navarangpura, were caught using dummy writers after pretending that they had broken their arms.

The GSHSEB conducted an inquiry into the issue and held many people including Chavda and trustees of the students' school as responsible for the incident.

It took a long time and the interference of the high court to finally make the education department charge-sheet HN Chavda on October 16 this year. Chavda has been accused of turning a blind eye to the incident.
