The state government has recently classified jails/prisons in the state in different categories depending on their capacities.

So far, categories of prisoners to be kept in various jails/prisons were governed under a 1967 Government Resolution. The jails were classified as per the GR with respect to categories of prisoners. However, there were no rules on the basis of which jails could be classified.

Jail minister Dileep Sanghani said that the state government recently made the Gujarat Prisons Classification Rules, 2011, for classifying the prisons as per their capacities.

Prisons having capacity to lodge more than 750 prisoners have been classified as Central Prison. Prisons in Ahmedabad, Vadodara, Rajkot and Surat are the four Central Prisons as a result.Officials said that the state government has taken into consideration the recommendation of Bureau of Police Research and Development to classify prisons in this manner.

Prisons having capacity to lodge more than 240 and up to 750 prisoners have been classified as District Prisons, while prisons having capacity to lodge up to 240 prisoners have been classified as Sub-Prison.

"Prisons where prisoners who have committed serious violation of prison discipline or who have tendency towards violence and aggression are to be kept, have been classified as Special Prison," the notification issued by the home department says.

Special Prisons will also accommodate prisoners convicted for up to two years by respective district courts and female prisoners convicted for up to five years by respective district courts and also local under-trials and detenues.

A prison where prisoners are assigned agricultural and industrial work due to their good conduct has been classified as Open Prison.
