Eye on panchayat polls, Gujarat govt ready with 'samras' incentives

With less than a month to go for elections in around 10,000 village panchayats of the state, the chief minister may lure the sarpanchs with perks and incentives during the Golden Awards Ceremony at the Mahatma Mandir on Wednesday. The sarpanchs of al villages in the state have been invited to the function, where awards will be presented to panchayats in categories of Best Village Panchyat, Swarnim Village Panchayat, and Swachchha Gam - Swastha Gam (Clean Village - Healthy Village).

However, the Opposition Congress dubbed these awards as a 'desperate political move' at the exchequer's expense. The BJP government has apparently made all the arrangements to pamper the sarpanchs and make them feel special.

"Around 54,000 people, including sarpanchs and members of village panchayats, are expected to visit Mahatma Mandir. They will all be hosted by the state government. Arrangements for food, transportation, welcome kits have been made," said an official.

Chief minister Narendra Modi is likely to announce perks at the awards ceremony. "CM may announce development seed money for as many as 10,000 villages. Those with population up to 2,000 may get around Rs50,000 for various development works, and villages with population of over 2,000 may get Rs1 lakh for the same. Further, it cannot be denied that to promote Samras Village Panchayat concept, the government may announce more perks where sarpanchs will be selected unanimously without the process of election. The government is expecting as many as 50% of the state's village panchyats to be Samras Gram Panchayat," an official said.

This will ensure that the villages gets financial benefits from state government for their kitty. The main purpose for this largesse being doled out is an eye on the Vidhan Sabha polls next year.
Rural areas are the weakest electoral pockets for the BJP and this is an obvious attempt to woo them with government schemes before the elections. Sources confide that within days of this meet, the state election commission is expected to announce the date for the panchayat elections.

The sources have indicated that the cost of food per plate is around Rs138, which will include laddoo, vegetable, bhajiyas, poori and dal-rice along with butter milk and mineral water. Around 400 ST buses will be ferrying the sarpanchs to the venue.
"The food will be served at three different locations, which will also have parking spots for the vehicles. Ten deputy and additional collector-level officers as well as 200 section officers have been assigned the task of managing the event. Each bus carrying the sarpanchs will be escorted by two TDOs to ensure the village-heads are taken care of. Around 2,000 policemen will be deployed for security arrangements."

At the venue, various exhibitions from different government departments would be set up showcasing the achievements of the state government in the last decade.
