Delhi court seeks NCW's response in honour killing case

A Delhi court has expressed its displeasure with NWC over its failure to respond to its notice for rehabilitation of a woman whose husband was murdered allegedly in a case of suspected honour killing.

A Delhi court has expressed its displeasure with National Commission for Women (NCW) over its failure to respond to its notice for rehabilitation of a woman whose husband was murdered allegedly by her father and others in a case of suspected honour killing.

Additional sessions judge Sanjeev Aggarwal termed the non-appearance of any representative from NCW as "unfortunate"
despite the notice of June 1.

The court issued a fresh notice and sought the response from NCW on July 16 saying the organisation was required to work out some scheme for rehabilitation of the victim who was also allegedly gangraped last year for marrying a man in the same 'gotra' (clan).

"In the peculiar facts and circumstances of the present case, there are allegations of honour killing of the husband of the victim allegedly by her father, brother and other persons and there are also allegations of gangrape against two accused persons.

"And if no rehabilitation is provided to these sort of victims, then the entire social fabric would be in danger and NCW is one of the premier organisations which is engaged in rehabilitation work of those kind of hapless victims," the court said.

The court passed its order when public prosecutor GS Guraya pointed out before it the statement of the victim that she had no one to go to as her father had allegedly killed her husband Virender on October 17, 2009.

It also directed the police to provide adequate security to the victim till any alternative arrangement was made.

According to an FIR registered with Narela police station on October 26, accused Daya Singh and his minor son killed Virender.

The victim alleged she was later gangraped by three other accused Sandeep, Inderjeet and another person.

She claimed she fell in love with Virender in 2006 and eloped with him. But she returned to her home after 20 days as a case was lodged against Virender by her family members.

She was later married to another man Jaipal at Jind in Haryana but she started living with Virender again since October 2008 as she was deserted by her previous husband.

On the fateful date, the accused called the couple to their home at Narela and murdered the husband. The accused later allegedly gangraped the woman.
