Violence against people from the north east has doubled in the national capital with the crime graph showing a sharp rise in heinous activities like murder, rape and molestation.
   
Nineteen cases targeting people from the north-east were reported across the city so far as against nine last year prompting prime minister Manmohan Singh to "instruct" local authorities to be "more sensitive" to problems of the northeasterners.

Three cases of murder of north-east people were reported this year, including the sensational killing of a Manipur girl Ramchanphy Hongray (19) by an IIT PhD scholar Pushpam Kumar Sinha for not entertaining his sexual advances.
    
While the trials of the three cases are pending, a senior police official said investigations in the third case are yet to be concluded.

Four rape cases were reported this year as against one in 2008 while seven cases of molestation were registered during the period as against four cases. Two cases of kidnapping of north-east people were also reported this year.
    
Concerned over the spurt in crime against people from the region, the prime minister has last week said they have "equal claim" on Delhi like everyone and instructed local administration to be "more sensitive" to their problems.

Taking "serious note" of the recent incidents, Singh gave this assurance to a delegation of students from north-east who met him at Parliament.

"The prime minister heard them out and told them that students and others from the north-east have equal claim on Delhi like others. He also told them that he will instruct local administration to be a little more sensitive to their problems," prime minister's Media Advisor Harish Khare said.
    
When the delegation complained that FIRs were being recorded in Hindi here and are not properly comprehended by the north-east people, Singh said police will be sensitised to ensure that their complaints are properly understood and suitable follow-up action is taken without any delay.

According to a senior police official, a detailed Standing Order (SO) has been issued on how to handle cases of north-east people.

Three nodal officers -- DCP (North), DCP (South) and DCP (East) -- were asked to hold periodic meetings with residents and students from the north-east and address their grievances, the official said.
    
Instructions are also given to SHOs to convene similar meetings. "All SHOs have been directed to give a patient hearing and address their grievances.

"Detailed instructions have been issued to sensitise the staff of PCR vans and police stations so as to make them more sensitive and empathetic towards the problems and grievances of north-east people," the official added.
