CPI today demanded that the Centre release a white paper on the status of its efforts to secure details of black money stashed in Swiss banks.

"Swiss government has proposed the double taxation avoidance agreement. They say that it will help India to get details of black money deposited in Swiss banks. We don't agree with this. This agreement did not help elsewhere," CPI deputy general secretary S Sudhakar Reddy told reporters.

The proposed agreemement may not help in unearthing details of black money as there is either no tax on foreign depositors or the depositors try to avoid performing transactions to escape from being taxed, he said.

The Central Government should put more pressure on the Swiss authorities to secure the details of black money depositors, Reddy said.

To a query, he said he has not received any reply to the letters he had written to the prime minister on the issue of black money in foreign banks. He demanded that the government release a white paper on the efforts to secure information about black money stashed in foreign banks.

Welcoming the Centre's readiness to hold talks with Maoists, Reddy, however, said the government should not put any conditions for the exercise.

"They want Maoist groups to lay down arms before begining talks. But the naxals may not be ready to give up arms. The government can, instead, obtain an assurance from them to eschew violence to begin the talks," he said.

Lamenting the sky-rocketing prices of essential commodities, the CPI leader said it is high time the government cracked down on black-marketeers.

Observing that the police department has failed to make proper arrangements for the funeral of late chief minister YS Rajasekhara Reddy that resulted in a massive traffic jam, CPI state secretary K Narayana said the guilty should be punished for the lapse.

"Central ministers, state ministers, opposition leader N Chandrababu Naidu, Praja Rajyam, chief Chiranjeevi, myself and several other leaders were held up in the terrible traffic jam. Anything could have happened. The DGP SSP Yadav has the
responsibility to make these arrangements. But his negligence is obvious. The government should fix responsibility and take appropriate action," he said.
