Congress today demanded a white paper on developmental works undertaken by the Himachal Pradesh government and allocation of Central funds to the state.

"All the projects in the state for which chief minister Prem Kumar Dhumal is claiming credit were centrally-sponsored and funded by UPA government," HPCC general secretary Kuldeep Singh Rathore told reporters here.

He alleged that crime is on rise in the state during the BJP rule and it has become a safe "hideout" for criminals.

Citing the recent arrest of two Hizbul Mujaheedin ultras from Kangra district, he said it was due to inept handling of security-related issues by the government that the state is becoming a safe haven for terrorists and criminals.
