With campaigning for municipal polls taking on a feverish pitch, Congress today came out with a list of alleged financial irregularities and "failures" of BJP-ruled MCD in the last five years.

The Congress released the 'white paper' on failure of BJP-ruled MCD at a function where the party released separate manifestos for each of the three new municipal corporations.

The Congress identified as the biggest failure MCD's inability to check growth of unsafe buildings which it said resulted in a number of building collapses including the ones in Lalitha Park, Chattarpur and Chandni Mahal.

"The inquiry commission report of Justice Lokeshwar Prasad held MCD fully responsible for the Lalitha Park tragedy," said the 'white paper'.

The Congress also attacked the BJP on the alleged ghost employee scam in the MCD, claiming it cost the exchequer Rs100 crore per annum.

The party also targeted BJP-ruled MCD on number of issues including its failure to construct adequate number of parking lots, poor condition of roads, schools and hospitals maintained by it.

It also accused the BJP of increasing the tax burden on people by increasing the property tax.
