Centre launches independent audits of babus

To cut red tape and bring in transparency, the Centre has decided to put in place a system of independent auditing of government departments by external domain experts.

The path-breaking initiative was launched last, when prime minister Manmohan Singh accepted recommendations made under the sixth pay commission to introduce a comprehensive performance monitoring and evaluation system for government departments.

Under the system, the functioning of government departments will be closely monitored and a tab will be kept on whether the departments achieve set goals.

While the monitoring will be done by an ad hoc task force (ATF), a group of 10 IIM professors working directly under the cabinet secretary will play an advisory role in the project.

A performance management division has been set up in the cabinet secretariat for the purpose. Besides providing regular external consultation and feedback, the group convened by IIM-A professor (personal and industrial relations) Biju Varkkey, convener of www.paycheck.in, will conduct extensive research to ensure a productive “outcome, not just output”.

The other members of the team are professors G Raghuram, Rajnish Das, Rekha Jain, Prem Bagotra, TV Rao, Vijay Paul Sharma, Abhishek Mishra, all from IIM-A, and Narayan Rangarajan of IIT-B.

“Currently, there is no scientific measure for good performance. In this system, goals will be set at the beginning of every year and monitored at regular intervals through the year,” Varkkey said, adding, “We [IIM-A] were invited by the cabinet secretariat to be the knowledge partners in the project.”

A pilot project has been already kicked off in 59 ministries monitored by nine ATFs. Several ministry-wise workshops have been held in Delhi to get babus to understand the concept. The initial feedback has been positive and bureaucrats are quite enthusiastic about the new system. After a pilot run of at least a year, the monitoring may be linked to financial remuneration of babus.
