Since Hyderabad is a key hurdle in the process of creating Telangana, the Centre is said to be working on a formula to make it the capital of Andhra and Telangana.

The Centre is likely to offer this proposal to leaders from Andhra and Rayalaseema regions for making Hyderabad a common capital, a source said. The city would get this special status for 5 -11 years. “The aim is to create infrastructure in non-Telangana regions and then hive off the state,” the source said.

All those who want a united Andhra have been saying that the entire state has a right over Hyderabad since everybody has put in money for its growth. “Hyderabad belongs to the entire state, not just Telangana,” JC Diwakar Reddy, a Congress leader and a Rayalaseema strongman, said.

A couple of ministers in the state cabinet — Mukesh Goud and Danam Nagender — too have been seeking union territory status to Telangana. However, Telangana activists are not willing to talk about Telangana without Hyderabad. “There is no question of negotiating on Hyderabad. Historically, it has  been a part of Telangana. A Telangana without Hyderabad is like a body without head,” TRS chief K Chandrasekhara Rao said.

“We don’t mind Andhra using the infrastructure in Hyderabad till they have their own facilities. But, it should not be allowed for long,” another Telangana MP said.

Interestingly, intellectuals and academics supporting Telangana are assessing how much the people of Andhra and Rayalaseema have contributed to Hyderabad. “Most people from non-Telangana regions have only exploited Telangana for business interests.

Barring a few flyovers, there’s been nothing new. Everything else, including the assembly, high court, a government hospital and the universities, were all built during the Nizam’s time and we continue to use them,” a sociology professor at Osmania University said.
