Prashant Bhushan, member of the Lokpal bill drafting committee, on Sunday said the CD that apparently has his father Shanti Bhusan suggesting to Mulayam Singh and Amar Singh that he can manage a judge for them for Rs4 crore is doctored.

The CD is being circulated to discredit civil society and hamper proceedings in two important cases in the Supreme Court, he said.

“At least three portions of Mulayam Singh’s speech in the CD have been lifted from tapes that I filed in the Supreme Court in 2006 asking it to lift the injunction on the media from publishing Amar Singh’s intercepted phone conversations,” Bhushan said while showing clippings of both the CDs.

“In fact, all the three instances are from a three-minute conversation between Amar Singh and Mulayam Singh. Truth Labs in Hyderabad, one of the most reputed forensic labs in the country, has confirmed that the CD has been doctored. SR Singh, former director of CFSL, CBI, has said it in the report,” he said.

“There is a clear conspiracy,” Bhushan said. “Some people have the blessings of several powerful people and they want to discredit my father and me and the civil society as well.

“Since the judge named in the CD is the one who has reserved order in the 2006 Amar Singh tape case and challenged the legality of the 2G licences and I am the lawyer in both the cases, I think they want to derail the judicial proceedings in the cases pending judgment in the apex court.”

A case of contempt and a defamation suit will be filed against Congress leader Digvijay Singh too, he said.

George Papcun, a leading expert in acoustic phonetics, said the CD has “discontinuities, which show that the recording is not authentic. It is not a valid representation of an original conversation”.

Social activist Vineet Narain on Sunday said Shanti Bhushan should resign from the Lok Pal Bill drafting committee till he is proved innocent. “The CD casts serious aspersions on Bhushan and his son Prashant,” Narain said. “They have said that the CD is doctored; but till it is proved, both of them should resign on moral grounds.”

Bhushan also condemned the media for “peddling news about a fabricated CD”. “It is a shame that some have even gone to the extent of claiming that the authenticity of the CD has been forensically established by anonymous laboratories and anonymous experts,” he said.

Arvind Kejriwal, RTI activist and member of the Lok Pal Bill drafting committee, said he has information that something against him will surface in the next few days.

Both Bhushan and Kejriwal criticised the Delhi Police. “It is shocking that the Delhi police, till last evening, did not have a copy of the CD,” Bhushan said. After the CD surfaced a couple of days ago, Bhushan had filed an FIR with the Delhi Police asking them to investigate the matter.
