C'Wealth Games scam: Swiss firm’s role under the scanner

After the prime minister’s office suggested to the sports ministry to carry out a CBI or ED probe into the irregularities in the contracts awarded by the organising committee to a Swiss firm, the agencies are likely to book Event Knowledge Services.

After the prime minister’s office suggested to the sports ministry to carry out a CBI or Enforcement Directorate (ED) probe into the irregularities in the contracts awarded by the Commonwealth Games (CWG) organising committee to a Swiss firm, the agencies are likely to book Event Knowledge Services (EKS).

EKS was given three contracts of over Rs70 crore by the OC to extend consultancy services for venue development and management, games workforce, and games planning and project management services.

“All aspects of the firm’s role and involvement of OC and Commonwealth Games Federation (CGF) officials are being examined,” an officer attached with the probe told DNA.

Role of some CGF officials, including its CEO Mike Hooper is also under scanner. Of particular interest to probe agencies is the “minutes of the meetings” held by OC and the technical evaluation committee, for award of contract to EKS.

Two such meetings held on January 30, 2008 and March 10, 2008 are being probed. Probe officials are also scrutinising certain communications which are of “suspect” nature, like a communication from a top CGF official to the OC (on June 7, 2006) saying that the OC had no option “but to engage EKS”. As also communications to the effect that EKS has “better knowledge of Delhi’s stadia”.

The investigating agencies have also found that the contracts were awarded to EKS before the file for GoM’s approval was moved by the OC on November 10, 2006. “Unwarranted” presence of certain senior CGF officials at OC’s meetings for award of contract to EKS is also being scrutinised.
