The Congress is not convinced by Union minister of state for external affairs Shashi Tharoor's explanation of his role in the INdian Premier League.

The final decision will be taken by prime minister Manmohan Singh and Sonia Gandhi.

The PM returns today and may meet Sonia Gandhi and other Congress leaders later.
