Aruna Roy presents her stand to committee examining Lokpal Bill

The other ‘civil society’ comprising Aruna Roy-led NCPRI and Lok Satta’s Jayaprakash Narayan on Friday made a presentation before the parliamentary standing committee that is examining the Lokpal Bill reiterating their stand even as they differed with views of Anna on the anti-corruption law.

The meeting of the standing committee started around 4:30 pm and the first one to present their view was Aruna Roy and other members of NCPRI.

The committee, headed by Abhishek Manu Singhvi, directed NCPRI to not divulge the proceedings to anyone.

Later, Jayaprakash Narayan’s presentation remained incomplete and he was asked to come before the committee on Saturday morning and complete his presentation and take the committee’s questions. The committee’s meeting was still on till 8.30 pm on Friday.

When DNA asked NCPRI and Narayan about the meetings both refused to divulge anything. However, sources said, they just reiterated their point of views on Lokpal.

The NCPRI is against creating a single anti-corruption ombudsman and wants the judiciary out of the Lokpal ambit.  It, however, wants a strong Judicial Accountability Bill. It also wants the PM under the Lokpal’s purview but with safeguards. NCPRI also advocated strengthening of the CVC and a separate mechanism for tackling public grievances, besides seeking a separate strong Whistle blower protection Act.

However, Narayan wants a single law that envisages Lokpal at the Centre, lokayuktas  at the state level and lokadhikari at the district or city level. Besides, he is also of the view that the PM, subject to certain caveats, can be put under the lokpal’s purview.
