Appoint law officers on merit, says chief justice

The chief justice of Gujarat high court, KS Radhakrishnan pointed out that more young lawyers were needed.

"Whenever there is a change either in the central or the state government, the appointment of law officers that follows is invariably political," said the chief justice of Gujarat high court, KS Radhakrishnan, while addressing a panel discussion on "Governance in India: Entry barriers to the profession of litigation", organised by the Research Foundation for Governance in India. He added that the selection of law officers needed to be done on merit.

Pointing out that more young lawyers were needed, he said, "Why do we not think of a way in which designated senior lawyers appear only in the supreme court or high court and leave other courts to youngsters." He also said that more youngsters need to be  tapped to enter the judiciary."

He asserted that courts were meant for everybody. "Your family is safe because of this institution," he pointed out. The CJ also said that many judicial officers were not well-equipped to handle the task given to them. "In a meeting held a few days back, I advocated for establishment of a lawyers' training school in Gujarat." Regrettably, he added, law schools in the country were not properly equipped to train students. "The question today is why pass-outs from law schools aren't attracted to the profession?" he said.

Justice Radhakrishnan said that many youngsters needed support from the judiciary, bar councils, senior lawyers and other quarters to be well-equipped and trained.

Pointing out that the only barrier to enter the profession was in mind, supreme court advocate, Rajshekhar Rao, said, "In no profession does success come on the first day. The only reason why I wake up and go to court everyday is that I love the profession."

Rao was one of the panellists at the panel discussion held as part of the programme.
Other panellists included head of corporate litigation, Nishith Desai Associates, Vyapak Desai; Founder of Law school tutorials, Sachin Malhan, and advocate at the Gujarat high court, Devang Nanavati.

Founder-director of the National Law School, Banglaore, and National Judicial Academy, Madhav Menon, also addressed the gathering.
