Calling for zero tolerance towards corruption in government’s development programmes, Prime Minister Manmohan Singh on Tuesday said it is important to win the trust of people, especially in Naxalism affected areas.

The home minister P Chidambaram, however, termed Left Wing Extremism (LWE) as the ‘most violent movement’ of India and not terrorism or insurgency stating that those killed in Naxal attacks this year are 10 times more than those killed in terrorism or insurgency.

Chidambaram said the burden of governance in LWE areas rest on state government and they should win “minds and hearts” of people.

Addressing a meeting of 60 collectors of LWE affected districts across India, the PM called for a meaningful and integrated development for the people.

Stating that lack of development often leads to sense of alienation, he said: “Our programmes and policies must ensure that people of these (Naxal affected) areas have equitable share.”

“To be persuasive we must be believable, to be believable we must be credible, to be credible we must be truthful. As administrators we must have zero tolerance towards corruption. Development programmes have to be delivered with complete honesty,” said Singh while stressing on need of people’s involvement in development programmes.

“We must win the trust of people. People’s development in the hands of people should be looked into. People should own the programme meant for them and involve in the implementation as well,” he added.
