Allocate 8.2% of plan provision for tribals: CPI(M)

Terming tribals as one of the "most excluded communities" in the country, the CPI(M) on Thursday accused the government of pursuing "grossly discriminatory policies" by not allocating 8.2% provision in the plan amount for their uplift.

The party also took the government to task for not taking any step to prevent "forcible grabbing" of tribal land causing "massive displacement".

A delegation of the party's Adivasi Adhikar Rashtriya Morcha led by CPI(M) leader Basudeb Acharia met Prime Minister Manmohan Singh and submitted a memorandum raising a series of demands in this regard.

The Prime Minister assured the delegation that he would take necessary action on their demands, a press release said.

"Even an inadequate policy provision of at least 8.2% of the Plan amount, proportionate to the adivasi population, to be allocated for adivasis, has been consistently violated," the memorandum said.

Claiming that over 1.82 lakh acres of forest land in several states had been diverted for mega projects in just three years between 2008 and 2011, it said the constitutional guarantees for protection of tribals were being "virtually scrapped" while implementing the "neo-liberal policies of handing over the mineral wealth to big corporates".

Observing that the tribals were getting caught in the cross-fire between Maoists and security forces in certain states, the delegation condemned the spree of violence and sought immediate release of innocent tribals from police custody.

It also demanded increase in scholarships and hostel facilities for tribals, filling up of "huge backlog" of vacancies for tribals in government jobs, checking "corrupt" practices for grant of tribal certificates and amendments to the law defining forest dwellers.
