'Ahmedabad civic body's door-to-dump system a messy affair'

The door to dump system for collection and disposal of solid waste in the city implemented by Ahmedabad Municipal Corporation (AMC) has failed to impress corporators. Irrespective of political alignment, corporators from almost all zones have brought to notice irregular collection of waste and alleged malpractice by contractors.

The civic body implemented the system following the model of Surat Municipal Corporation (SMC). Despite heavy penalty clauses included in contract terms and conditions, contractors seems to have failed to ensure quality work and solve grievances. 

The common complaint is irregular collection of garbage from residential areas. The irregularity is a result of vehicle breakdowns. As per the tender clause, contractors have to make provision for additional vehicles but they have not done so.

"Vehicle breakdowns result in failure of garbage collection from at least 10-15 residential societies resulting in harassment for people," said a BJP corporator from new west zone. It becomes difficult for us to face people in public places, he added.

Similarly, contractors have not bought sufficient number of pedal rickshaws where motorised transport can't be used. "In Gomtipur ward, the contractor needs 18 pedal rickshaws to reach homes in chawls, but the contractor has only four," said Iqbal Shaikh, corporator from Gomtipur ward.

Moreover, corporators have also reported that contractors lift not only garbage piles from the roadside and waste collected by sanitation workers but also debris so that they can earn more money as payment is done per tonne. AMC is paying around Rs700 per tonne to contractors. "We have submitted photographs of malpractice but no action is taken," said a couple of BJP corporators from central zone.

Mayor Asit Vora also confirmed receiving complaints from corporators about irregularity and malpractice by SWM contractors. "We had meetings with contractors and discussed issues based on suggestions and complaints. The municipal commissioner is looking into the matter and will come up with a solution very soon," said Vora.
