A+ ya D? Modi's formula to award grades to govt depts

The Exercise is part of 50-point prog; evaluation on basis of target achievement.

Chief minister Narendra Modi is likely to soon start regular evaluation of the state’s 25-odd departments and their heads. Highly placed sources in the state government said, “Recently, the CM has ordered starting regular evaluation of the 168 golden jubilee achievement targets and the 50-point programme which includes all departments.”

According to the sources, fifty goals have been fixed which can take the state’s overall development mark to great heights. Plans and roadmaps for all departments will be fixed soon. After that, district and taluka level execution will start. This 50-point programme will last till 2015.

The 50-point programme will be evaluated at the department level on monthly basis and the state cabinet will evaluate it every three months. Collectors will evaluate district and taluka level targets regularly and district in-charge minister and district in-charge secretary will evaluate district and taluka level performance quarterly. While evaluating the particular targets, people’s participation and their awareness will be given more importance. Online and third party monitoring will also be made.

Source further said that the performance of the departments and their heads will be judged by grades and marks. Those departments which achieve 100% of physical targets will be given A+ or 5 marks; the departments which achieve 90% or will be given grade A or 4 marks; the departments which achieve targets between 90% and 75% will be given B grade or 2 marks; while those departments which achieve 75% and 50% will be given C grade or 1 mark; and the departments which achieve less then 50% targets will be given D grade or 0 or -1 mark. These grades and marks will give a “snapshot framework’’ to help in identifying weaker areas.

“Various ministers will monitor different departmental targets. State, district and taluka level targets will be well-defined and the role of each official will be clearly defined. Senior project associates and project associates which have been given to the collector to monitor flagship programmes will also check the 50-point programme. NIC will prepare online software to monitor the performance and scientific evaluation,’’ said the sources.
Besides, the state government has set some other goals to be achieved by 2011.

These goals include  reducing maternal mortality rate from 160 per lakh to 130 per lakh; connecting 1,00,000 women with various sakhi mandals and helping them in various economic activities. The other goals are giving employment to 1,00,000 youth through “Umeed’’ scheme; assuring availability of atta and home to every BPL family; and completing the water distribution work system in 12,000 villages through village water committees and providing tap water to at least 75% village families.
