Shelter Homes Horror: Only 7 of 110 institutes got thumbs up in TISS audit

The Koshish team of Tata Institute of Social Sciences (TISS), which blew the lid off the Muzaffarpur horror home case earlier this year, in its social audit report found that of the 110 welfare institutions that were probed by them, only seven were found to be adhering to all regulations and following "good practices."

In its 110-page report submitted to the Social Welfare Department (SWD), Bihar, the TISS team has commended seven institutions for their good practices.

However, that only seven institutions got a thumbs up in the social audit has led the Opposition to demand a CBI probe into the irregularities at all shelter homes in the state. The Rashtriya Janata Dal as well as the Congress has also demanded the resignation of Suresh Sharma, State Urban Development Minister who hails from Muzaffarpur, after former SWD Minister Manju Verma raised a finger at him for his alleged link with Brajesh Thakur, the main accused in the Muzaffarpur case.

"I demand Bihar CM Nitish Kumar to drop another Minister immediately who has close relation with main culprit Brajesh Thakur in #MuzaffarpurShelterHome. Better Nitish Ji and Sushil Modi sack him otherwise again we will make another Minister resign. Rest you know what I am talking about," said Tejashwi Prasad Yadav, in a Tweet on Saturday.

Of the homes that were got thumbs up include — Observation Home on Darbhanga (absence of any kind of violence and motivated and encouraging staff), Children's Home in Buxar (positive environment beyond mandatory responsibilities), Specialised Adoption Centre in Saran (well maintained facility with decent infra and dedicated staff), Children's Home in Katihar (good organisation and provision for education of kids), Children's Home for Girls in Bhagalpur (positive environment and encouraging staff), Children's Home in Purnia (involvement of common public in the activities of the institution and Shanti Kutir in Nalanda (encourages residents in a happy and positive environ).

The report also mentions that at some places, the staff members reside at these facilities with their own family members (including children) and the environment at such institutions was better than the remaining.
