Panels to monitor GST-related issues

The government has clubbed each district of the country in 166 clusters, aligning them with the administrative divisions of the central revenue department, a government notification issued today said.

Revenue secretary Hasmukh Adhia on Tuesday said issues related to GST will be monitored at the district level and be resolved quickly through special monitoring team and officials. He also announced the setting up of a Central Monitoring Committee, comprising of 15 top secretaries, which will meet every Tuesday to monitor GST implementation.

Over 200 Central government officers have been assigned to monitor district- level implementation, with a focus on resolving difficulties of consumers. Revenue Secretary said, “We are closely monitoring price and supply situation post-GST implementation”.

Each of these clusters has been assigned to the officers ranking joint secretary and above.

In a separate development, the department of consumer affairs allowed changes to maximum retail price (MRP) on unsold pre-GST inventory till September 30, 2017 in order to align with the new tax system.  The government also announced rules on MRP for goods under the GST regime. There has been confusion among consumers and retailers on maximum retail price under GST regime.

Consumer Affairs Ministry has allowed the sellers to declare the change in retail price (MRP) on the unsold stock according to GST. Sellers can now include the extra amount of tax due to GST in existing retail price till September 30, 2017, if the inventory was imported or manufactured before July 1. Declaration of the changed MRP shall be made by way of stamping or putting a sticker or online printing.

“Under the GST regime, if a price of a product has increased the manufacturer, importer, the packer will have to give an advertisement in two newspapers about the new MRP and put a revised sticker on the packaging,” Department of Consumer Affairs Secretary Avinash Srivastava said. “Both MRPs must show on the packaging.”

However, such advertisement are not needed in cases of a decline in prices post-GST. However, Adhia said a sticker mentioning the new MRP is a must, and the old price should show too on the packaging.  

The government said legal action would be initiated against manufacturers for not printing the revised MRP post-rollout of the GST.
