Now online exam for Staff Selection Commission recruitment

Continuing initiatives towards reforming country's bureaucratic system, prime minister Narendra Modi's government is set to change the existing examination system of the Staff Selection Commission that selects cutting-edge bureacracy including clerks, section officers and other employees, who actually deal with the general public. The initiatives include an online examination, with mandatory negative marking for wrong answers.

The government has already laid an elaborate road map for training cutting edge level bureaucracy, in public relations, handling of public complaints and taking phone calls etc. Prime minister in his first meeting with the DoPT officials was amazed that while there was a training programme at every level for IAS and other top officials, there is no training for the bureaucracy which actually deals with public.

A working group set up by the Department of Personnel and Training under the chairmanship of former UPSC (Union Public Service Commission) member IMG Khan also recommended that the applications should be web and mobile app based to enable candidates to apply using mobile devices also. The one-time registration will be updatable with educational qualification, experience etc. but the basic details of name, date of birth and adhaar number would not be updatable. To curb malpractices in exams, it suggested biometric authentication and prevention of impersonation through steps like videography, screen captures and biometric data.

Regarding the recruitment in the Central Armed Police Forces (CAPFs) the expert group recommended 60 per cent of the vacancies should be filled through online exam and CAPF fill the remaining -- 20 per cent from border districts and 20 per cent from the maoist or militancy affected areas. It has also recommended constitution of a nodal CAPF recruitment board.

The recommendations to be put for public comments before they are submitting to the prime minister for final approval also stressed that the sub-inspector level recruitment be continued to be done by the SSC, but through online examination. It called for investing in technology to curb irregularities like biometrics at every stage, digital height, weight, chest measurements, CCTV recording, Mobile jammers and online validation of data.
