After initiating cabinet note to declare controversial televangelist Zakir Naik's NGO Islamic Research Foundation (IRF) as an unlawful association, union home ministry on Tuesday also took the penultimate step to revoke its Foreign Contribution (Regulation) Act (FCRA) license and put its sister concern IRF Educational Trust (IRF-ET) under prior permission category.

The ministry has shot final show cause notice to IRF asking why its FCRA should not be cancelled and is about to issue a gazette notification to put IRF-ET under prior permission category to check the flow of funds through the Reserve Bank of India without the nod of the home ministry.

Investigations have found IRF guilty of promoting enmity and hatred between different religions and motivating youth to commit terrorist acts through hate speeches and having dubious money dealings with Peace Television, an international Islamic channel, accused of propagating terrorism. Besides Naik is also an accused of radicalising youth in almost half a dozen criminal cases.

The IRF-ET has been found receiving funds from its mother concern, the IRF, which is already under scanner for having dubious money dealings with the Peace Television, an international Islamic channel, accused of propagating terrorism that has been banned in several countries, highly placed sources in the government told DNA.

The sources said that both IRF and IRF-ET have so far failed to satisfy ministry's queries on all counts and revocation of FCRA license and putting the other one in prior permission category would be a logical corollary.

Despite various ongoing investigations, the ministry had inadvertently renewed the registration of IRF under the FCRA in September leading to suspension of a Joint Secretary and four other officials in the FCRA division of the home ministry.
